[THE INVESTOR] Seoul Mayor Park Won-soon said on May 27 the city could provide free public transportation for citizens as part of efforts to combat fine dust and improve air quality.

“The city may suffer 25 billion won (US$22.32 million) financial loss a year when public transportation is offered for free. But the value of people’s health is more than that,” he was quoted as saying during a meeting with citizens in Seoul.

Park said the city plans to restrict cars by license-plate number from driving on odd and even days of the month considering air quality level.

The dust level is considered “high” when it exceeds 50 micrograms per cubic meter and is expected to reach 100 micrograms per cubic meter for more than three hours the next day.

Currently, cars entering government offices subject to the license-plate number regulation when there are dust warnings.

Seoul also plans to restrict all vehicles within 16.7 square kilometers surrounding the city’s four main gates, calling the area “Green Zone.”

Park’s new proposal is in line with President Moon Jae-in’s pledge to reduce fine dust by 30 percent during his presidency. Moon on May 15 ordered to temporarily close down coal-fired power plants, aged 30 years or older, as part of the government’s emergency measures to combat fine dust.
